Request for Information #146 Potential Non-Congregate Shelter Sites

Description

The City and County of San Francisco Department of Homelessness and Supportive Housing invites interested property owners and authorized representatives to submit information to assist the City in identifying suitable properties for non-congregate shelter sites. Non-congregate shelter is an emergency shelter type that provides private sleeping units or rooms for individual households experiencing homelessness rather than a shelter than serves multiple households in a common space such as a dormitory. Potential sites can include, but are not limited to, tourist hotels, residential Single-Room Occupancy and authorized representatives willing to enter into a direct lease with the City and/or a lease with a City-funded non-profit organization that operates shelters.

The City and County of San Francisco (City) Department of Homelessness and Supportive Housing (HSH) invites community-based organizations to enhance housing access and opportunities through the solicitation of interest (SOI) for the Shallow Subsidy Housing program for adults and families. This program aims to mitigate housing instability and homelessness by providing a limited rental subsidy for a maximum of five years to those who are currently experiencing homelessness or are at risk of returning to a state of homelessness.

As part of the HSH Scattered Site Housing Programs portfolio, the Shallow Subsidy Housing program SOI seeks experienced service providers to offer housing location assistance, coordination, landlord liaison, subsidy administration, and housing-focused case management to ensure those served transition out of homelessness and maintain housing stability.

Solicitation of Interest: Flexible Housing Subsidy Pool (FHSP) for Women

Description

The City and County of San Francisco (City) Department of Homelessness and Supportive Housing (HSH) invites community-based organizations to enhance housing access and opportunities through the solicitation of interest (SOI) for the Flexible Housing Subsidy Pool (FHSP) for Women. The 2022 Point in Time Count revealed that women constitute 34% of the city’s homeless population, particularly vulnerable to violence and abuse, this program aims to establish a secure and supportive housing initiative for women facing homelessness, violence, or critical circumstances.

The City and County of San Francisco (“City”) Department of Homelessness and Supportive Housing (HSH) invites Proposals from qualified suppliers (Proposers/Applicants) of a Contract Lifecycle Management System (CLMS) whose proposed solution meets or exceeds current HSH requirements and will allow HSH to continue to leverage this solution well into the future as the needs of HSH grow and evolve.

Questions and Communications

From the date this solicitation is issued until the date the competitive process of this solicitation is completed (either by cancelation or award), Proposers and their subcontractors, vendors, representatives and/or other parties under Proposer’s control, shall communicate solely with the Contact whose name appears in this Proposal. Any attempt to communicate with any party other than the Contact whose name appears in this Proposal, including any City official, representative or employee, is strictly prohibited. Failure to comply with this communications protocol may, at the sole discretion of City, result in the disqualification of the Proposer or potential Proposer from the competitive process. This protocol does not apply to communications with the City regarding business that is unrelated to this Proposal.

Solicitation of Interest (SOI) for Mission Cabins

Description

The City and County of San Francisco (“City”) Department of Homelessness and Supportive Housing (HSH) is soliciting applications from qualified community-based organizations (CBO) to operate the new Mission Cabins program at 1979 Mission Street, which will serve adults experiencing homelessness in a “tiny home” shelter setting similar to the successful Cabin Pilot Project at 33 Gough Street. By U.S. Department of Housing and Urban Development (HUD) definition, this program is considered emergency shelter and accordingly will follow all applicable City shelter policies and procedures. The Mission Cabins are tentatively scheduled to open in October 2023.

To be considered for funding under this Solicitation, Applicants must meet the following Minimum Requirements:

• At least two years of experience providing shelter or homeless services.
• Must be a certified City vendor or have initiated the process to become a City vendor, as evidenced by registering at the San Francisco City Partner website by the time of submitting materials for the Solicitation of Interest (SOI).
• Must be in good standing with the California Attorney General’s Registry of Charitable Trusts
  • Good standing may include nonprofit suppliers in closed, current, exempt, or probationary status with the Registry of Charitable Trusts. Providers may check their status: https://rct.doj.ca.gov/Verification/Web/Search.aspx?facility=Y

HSH is seeking a CBO that will provide the best overall value and highest quality guest services. Collaborations are welcome, however, HSH seeks to create one agreement with a lead organization, which may subcontract with other providers.
