This page includes information on HSH’s opened projects to which Prop I was applicable. Prop I, outlined in Chapter 79 and Chapter 79A of the San Francisco Administrative Code, describes the types of projects that require public notice and the timing and methods of the notice.

Property at 1979 Mission Street

The Department of Homelessness and Supportive Housing (HSH) is seeking to temporarily use the property at 1979 Mission Street, San Francisco, CA 94103 (Walgreens Parking Lot) as a non-congregate cabin community with approximately 60 units for adults experiencing homelessness. The proposed use is intended to be temporary until the pending affordable housing development is ready to break ground. 1979 Mission Street was selected for temporary use based on its location, and size.

Property at 500 Hunters Point Expressway

The Department of Homelessness and Supportive Housing (HSH) is proposing to enter into a new sublease for the city’s continued use as the Bayview Vehicle Triage Center for two years.

Property at 555 Beale Street

The Department of Homelessness and Supportive Housing (HSH) is proposing to enter into a new agreement with the Port of San Francisco to extend the use for two years with an option to extend for up to two more years, subject to termination if the site is needed for development. This will support the continued interim use of the site as the Embarcadero Navigation Center. 

The Embarcadero Navigation Center opened in December 2019 and provides temporary shelter to up to 200 adults experiencing homelessness.

Property at 685 Ellis Street

The Department of Homelessness and Supportive Housing (HSH) is proposing to convert the property at 685 Ellis Street to permanent supportive housing for adults experiencing homelessness. 685 Ellis Street has an elevator, generous lobby, community lounge, commercial kitchen, vacant bar/restaurant area, office space, laundry room, space for support services and 74 units of permanent supportive housing.

Property at 711 Post

The Department of Homelessness and Supportive Housing (HSH) is proposing to fund the lease and operations of a semi- congregate shelter at 711 Post Street. If approved, this shelter will be operated in partnership with Urban Alchemy and will provide shelter for up to 200-250 people in 123 rooms.

Property at 74 6th Street

The Department of Homelessness and Supportive Housing (HSH) is proposing to convert 74 6th Street (The Baldwin Hotel) to a non-congregate shelter for adults experiencing homelessness. The Baldwin Hotel will no longer be operated as Permanent Supportive Housing (PSH). Tenants have all been offered transfers to other PSH buildings with more amenities.

Property at 3061 16th Street

  • The City of San Francisco is proposing to purchase the property at 3061 16th Street (formerly known as the Eula Hotel) in District 9 to convert it to Permanent Supportive Housing (PSH) with up to 25 units to house formerly homeless Transitional Age Youth (TAY) aged 18 to 24. The building will provide affordable units with onsite social services to help tenants gain and maintain housing and stability. The property will have professional property management and onsite support services.

Property at 505 O’Farrell

The City of San Francisco, in partnership with Tenderloin Housing Clinic, is proposing to lease the property at 505 O’Farrell Street (Formerly The Garland Hotel) to convert it to Permanent Supportive Housing (PSH) with up to 80 units to house formerly homeless adults. The building will provide affordable units with onsite social services to help tenants maintain housing and stability. The property will have professional property management and onsite support services.

Candlestick Point State Recreation Area Vehicle Triage Center

HSH is subleasing the unutilized boat launch parking lot at Candlestick Point State Recreation Area to convert to a Vehicle Triage Center. The Candlestick Point area, as well as the broader Bayview, is significantly impacted by vehicular homelessness. As part of the City’s effort to address the encampment crisis in the area, the Department of Homelessness and Supportive Housing has opened a Vehicle Triage Center in an unused parking lot at Candlestick Point State Recreation Area.

Property at 835 Turk

The City of San Francisco is proposing to purchase the property at 835 Turk Street in District 5 and convert it to Permanent Supportive Housing with up to 114 units.  The building will provide affordable homes with onsite social services to help tenants gain and maintain housing and stability. The site will have staff, professional property management, and support services onsite.
